About the Clerk-Treasurer

The Clerk/Treasurer, Lynette Strecker, was appointed as Treasurer for the City in 2002 and became Clerk/Treasurer in January of 2013.

Lynette manages the overall administrative functions of the City acting as custodian of all monies and ensuring compliance with state and federal laws and guidelines. She manages the city-wide accounting records and oversees:

  • Accounts Payable
  • Accounts Receivable
  • Purchasing
  • Utility Billing

She acts as budget officer and grant administrator.

Deputy Clerk

Silvia Anaya joined the City in 2012 as a Senior Accounting/Utility Clerk, was promoted to Deputy Treasurer in 2013 and then promoted to Deputy Clerk in May of 2017.

Silvia manages the day to day operations of Utility Billing and Metering and liquor licensing. She is responsible for recording, publishing, and filing:

  • Meeting minutes
  • Ordinances
  • Resolutions

She also prepares and distributes agendas for council meetings.

Deputy Treasurer

Christine (Chris) Nichols was hired in October of 2022 as Deputy Treasurer.  Chris manages human resources, payroll, and benefit administration.  She also assists the Clerk/Treasurer with grant administration and asset management.

Lynette, Chris and Silvia strive to provide the best quality service to the citizens and staff of the City of Torrington.
